Pune CID Registers FIR Against 13 Police Personnel Over Alleged Custodial Assault and Public Humiliation

Pune, September 24, 2026: An FIR has been registered against 13 police officers and personnel attached to Bharati Vidyapeeth Police Station over allegations of custodial assault and public humiliation of four men in July this year.

The case was registered following a complaint lodged by Maharashtra Criminal Investigation Department (CID) Deputy Superintendent of Police Sanket Satish Gosavi. Senior Police Inspector Mansing Patil, Police Sub-Inspector Anna Darade and Police Sub-Inspector Nilesh Mokashi are among the personnel named in the FIR.

The action follows findings recorded by the Maharashtra State Human Rights Commission in its fact-finding report.

What Happened on July 5?

According to the FIR, four men—Dinesh alias Deepak Netke, Sarfaraz Sheikh, Ganesh Thorat and Durvesh Pawar—surrendered at Bharati Vidyapeeth Police Station at approximately 3 PM on July 5 in connection with an earlier criminal case.

However, they were formally arrested only at around 10:30 PM that day.

The complaint alleges that after the four surrendered, Senior Police Inspector Mansing Patil and other police personnel assaulted them with belts and sticks inside the police station.

The following day, the four men were produced before a magistrate, who granted police custody until July 9.

Allegedly Forced to Walk on Their Knees and Apologise Publicly

The FIR further alleges that on July 7, at approximately 5:30 PM, the four men were taken to an SRA colony near Lake Town.

There, police personnel allegedly forced them to move along a public road on their knees, struck their legs with sticks and made them apologise to local residents with folded hands.

The complaint also alleges that Mansing Patil threatened the men and told them to leave their homes and move out of the locality.

Two video clips of the incident were subsequently examined as part of the Human Rights Commission's fact-finding process.

Police Statements, Missing Records Raise Questions

According to the FIR, statements recorded from police personnel corroborated aspects of the alleged incident. Some officers acknowledged being present at the location and identified Mansing Patil in the video footage.

The complaint also highlights discrepancies in official police records.

Despite the four men allegedly being taken to the SRA colony on July 7, investigators found no corresponding entry in the police station's General Diary or the police vehicle's logbook.

Questions were also raised about the medical documentation. The complaint states that the medical certificates did not adequately record the alleged injuries. In one instance, an injury to Sarfaraz Sheikh's finger was documented in his body-search record but was absent from his medical certificate.

Human Rights Commission Findings Lead to FIR

The Maharashtra State Human Rights Commission's full bench issued directions to the state's Director General of Police on September 9. Following an order dated September 11, the matter was transferred to the CID for further action.

Based on the commission's findings, CID officer Sanket Gosavi filed a complaint at Bharati Vidyapeeth Police Station on September 24.

An FIR was registered under Sections 115(2), 127(2), 127(3), 131, 352, 351(2), 198 and 199 of the Bharatiya Nyaya Sanhita. The allegations relate to voluntarily causing hurt, wrongful confinement, assault, criminal intimidation, intentional insult and violations of legal duties by public servants.

The FIR names 13 police personnel in connection with the alleged incidents of July 5 and July 7.

The investigation will examine the individual roles of the personnel named, the video evidence and discrepancies in the official records. The allegations remain subject to investigation and judicial proceedings; registration of the FIR does not establish guilt.
